Job summary
An opportunity has arisen to recruit permanently to the post of Senior Commissioning Manager - Learning Disabilities and Autism (LDA). Gloucestershires vision is for individuals with a disability to have the right to services as the rest of the population, to live satisfying and valued lives and to be treated with the same dignity and respect. They should have a home within their community, be able to develop, maintain relationships, access to employment and get the support they need to live a healthy, safe and fulfilling life.
This post holder will need to work in partnership across agencies to enable people to move out of inpatient services and to prevent the need for future admissions. You will work closely with GPs and clinicians, partner health and social care organisations across our health community as part of the commissioning process for services for individuals of all ages with learning disabilities and/or autism who demonstrate behaviours which may be described as challenging.

Main duties of the job
An area of responsibility covers the commissioning of services for people with a Learning Disability and/or Autism with behaviours that challenge identified as the responsibility of the Gloucestershire ICB under Continuing Health Care (CHC), S117, through a joint funding agreement or who pose a high level of risk on the Dynamic Support Register.
In this context commissioning includes scoping priorities, needs assessment, service review, market analysis, service design, pathway implementation and specification of services. Of equal importance our commissioners lead on the review of the services commissioned both in terms of quality and performance against contract.
The Directorate has a particular role in joint commissioning with the Local Authority and working across statutory and non-statutory agencies. Commissioning roles include responsibility for elements of strategic commissioning as well as commissioning packages of care and housing to meet the needs of an individual.
To lead on the review, design, commissioning and performance (including quality) monitoring of Learning Disability services on behalf of Gloucestershire ICB.
The role will be responsible for developing the programme products and management arrangements, to manage successful delivery of the Learning Disabilities and Autism programme to improve outcomes for people with learning disabilities and/or behaviour that challenges.
