About the role
At Cotswold District Council, we’ve recently repatriated a large number of staff from a service provider (Publica) and we’re on a mission to create an inclusive, agile, and high-performing workforce that delivers the very best outcomes for our residents. We’ve created a brand new role of Organisational Development & People Lead. In this new role, you’ll play a crucial role in shaping and embedding our vision, values, culture, developing our people, and ensuring that we remain an employer of choice.
As our Organisational Development and People Lead, you will:
- Develop and implement organisational development and people strategies that foster an inclusive and high-performing workforce.
- Lead cultural and organisational change, ensuring that our values are embedded across the council.
- Provide expert advice on organisational practices, system change, and group dynamics to stakeholders at all levels.
- Drive talent management initiatives, ensuring we attract, develop, and retain top talent.
- Implement employee engagement and well-being programmes, ensuring staff feel valued, supported, and empowered.
- Develop evaluation frameworks to measure the impact of organisational development initiatives.
- Support decision-making processes, preparing reports and advising senior leaders and elected members.
About You
We’re looking for an experienced individual with a passion for organisational development and cultural transformation. You will bring:
- A professional qualification (e.g. CIPD Level 5, Master’s in Organisational Development, or equivalent experience)
- A track record of leading organisational development and change management in a local authority or similarly complex organisation.
- Experience in driving cultural change, improving collaboration, and embedding best practices in talent management and learning & development.
- Strong strategic thinking and the ability to influence at all levels.
- A commitment to diversity, inclusion, and employee well-being.
